Soon after the inception of Transparency International Cambodia (TI Cambodia), Mr Pech Pisey joined TI Cambodia on 25 June 2012 as a Programme Director. In his capacity, he led the whole programme staff to plan and successfully realise the organisation’s strategic plan phase I (2012-2016) and phase II (2016-2019) which aimed to increase awareness and engagement by both demand side and supply side of the good governance, accountability and anti-corruption. In March 2020, Pisey was appointed as the Executive Director to oversee the organisation and the implementation of the Strategic Plan, Collective Action for Transparency and Integrity, Phase III (2020-2022).
Pisey’s professional commitment as well as his passion focuses on economic and social affairs, public financial management, policy reform, corporate integrity system, good governance, social accountability, and aid effectiveness. He has acquired direct management skills and experience in these areas from working in the development sector for more than 15 years with various leading institutions such as the BBC Media Action where he served as a projects coordinator (2011-2012), the United Nations Development Programme as a project manager (2010-2011), the United Nations Educational And Scientific Organisation as a project coordinator (2008-2010), the London Borough of Haringey Organisation as a network consultant (2007-2008), and the CARE International Cambodia as a project officer (2002-2006).
Pisey received a Master Degree in Globalisation, Development and Transition, International Relation and Affairs from the University of Westminster in London, United Kingdom (2007) and a Bachelor of Arts (Honours) in Philosophy from the Royal University of Phnom Penh, Cambodia (1999).
Mr SUN Long

Mr Sun Long has joined the team since early July 2012. Almost 23 years in his working life, Mr Long has worked with a number of INGOs such as Dan Church Aid / Christian Aid (DCA/CA) as Finance, Administration and Human Resources Coordinator; Academy for Educational Development (AED) as Finance and Administration Manager, Pharmaciens Sans Frontieres (PSF) as Senior Administrator, Institute to Serve Facilitators of Development (VBNK) as Finance and Administration Manager, Services for the Health in Asian and African Regions (SHARE) as Finance and Administration Officer, and the United Nations Transitional Authority in Cambodia (UNTAC) as the English / Khmer Interpreter-Translator. During this period, Long has learnt and contributed a lot of his knowledge and skills to the organisation and partners/colleagues/friends whom he has worked with. His professional skills and experiences are a development of internal control, and policy for the organisations, staff management and capacity building, finance, human resources, admin, procurement, logistics, and office management.
Long was also appointed by the United Nations Population Fund (UNFPA) and the World Population Foundation (WPF) as a Cambodian Youth representative at the International Conference on Population and Development (ICPD+5) in The Hague, the Netherlands in 1999. Long holds a MBA degree with majors in Finance from Australia’s Charles Sturt University; BBA degree majors in Accounting/Finance from Preston University; and Diploma of Accounting from Region College. In addition, he had attended and arranged several workshops/trainings/forums in Cambodia, Asia, and Europe.
Mr Soun Yuthyia

Soun Yuthyia, Democratic Governance and Rule of Law Program Manager – Soun Yuthyia currently holds the position of Democratic Governance and Rule of Law Program Manager at the Transparency International Cambodia (“TIC”). He joined TIC on March 2024 and his main role is to increased women, youth and citizens understanding and knowledge of good governance, integrity, transparency and corruption and its effects on their lives and society and to empower youth and women in leadership.
Before joining TIC, He was Advocacy Director at the Cambodian Center for Human Rights (“CCHR”). He joined CCHR in March 2018 and his main role is to provide support on research and advocacy to all CCHR’s projects, and to review and proofread all CCHR publications on a wide variety of human rights topics. Prior to joining CCHR, from February to November 2017, he worked with Transparency International Cambodia as Electoral Project Manager. In this role he managed and trained national election observers, deploying them nationwide to polling stations. He also produced a reflective report assessing the results of the team’s election observations.
Before that, from 2009 to 2016, he worked as a Legal Advocacy Officer with the Committee for Free and Fair Elections in Cambodia (COMFREL). His main role was to research and analyse relevant policy for elections and manage the organisations advocacy work with peer partners and key stakeholders in order to present recommendations. He led advocacy work and was the focal person for both local and international partners. He earned a Bachelor Degree of law in 2005 from the Royal University of Law and Economics (“RULE”) in Phnom Penh, Cambodia and obtained a verified certificate on Human Rights Law and Liberal Democratic Development from ADHOC, Cousera and Amnesty International in 2009.

Mao Theany holds a position as Communication and Digital Campaign Manager at Transparency International Cambodia. She is a communication specialist with more than five years of experiences in communication, digital marketing, and event management. With her background involving not only in civil society development, Theany has also served in public and private sector. From creating compelling communication strategies to managing social media management, she is dedicated to contributing to society through her expertise in streamlining digital campaigns around governance, transparency, integrity, and gender related issues.

Mr Sao Thy has joined the team on 24 June 2019. Mr. Thy holds a Bachelor’s Degree in Computer Science from Norton University in 2014. In terms of working history, Mr Sao Thy has more than 6 years of experience in IT with private sectors. His first job was a Data Entry Clerk at Neos (Cambodia) Inc in 2013. He was an Information Technology at Cardamom Hotel in 2014 where he could work, learn, and improve his IT skills. In 2015, he worked at Borey the Mekong Royal as an IT Support then promoted to IT Team Leader to lead the team and support in the company. In 2017, he also worked at the software development company, Corarl Co., Ltd as an IT Support Lead for more than 2 years.

Ms Mien Sopheap has joined the team since April 2017. Prior to joint TI Cambodia, she had worked as an Admin officer at CEDAC Natural Agriculture Product for three years and also had been as a trainer at Phar Mart Phamacie as Cashier Accountant and Receptionist for around two years. Besides, she used to volunteer as an English teacher at Pochentong Center at Weekends for around two years as well. During this period, she has gained a lot of knowledge and experiences which positively impact her personal growth and the betterment of the organisation and the community for which she has contributed.

Mr Try Sokha has joined the team in June 2019. With more than ten years’ experience working in the accounting and financial field at private companies, MFIs, and NGOs, he has been equipped with crucial knowledge of financial management, internal control, and compliance. Prior to joint TI Cambodia, he worked with MarieStopes International Cambodia as Head of Finance, PCG& Partner as Consulting Manager, and Cooperation Committee for Cambodia (CCC) as Finance Specialist, VisionFund Cambodia as Accountant. During this period, he has gained a lot of experience preparing financial statements, business analysis, strategy planning & budgeting, and further advice on management accounting and finance matters to improve the performance. Sokha holds a Master of Business Administration (MBA) in the field of Finance and a Bachelor Degree in Accounting (BBA) in the field of Accounting from Build Bright University (BBU).

Ms Yim Soklim has joined TI Cambodia since July 2014 as a Finance Intern. Then she was recruited as a Finance Assistant in the next six months. Next, she became a Senior Finance Assistant, and she got promoted as a Finance Officer in the year 2020. During her undergraduate, she interned in the finance department at the Organisation of Community Managed Development Partners (CMDP) and the Cambodia Micro’s Small Medium Enterprise Strengthening Project (MSME) and worked as an Accountant for the CPWF project at the Royal University of Phnom Penh. She holds a bachelor’s degree in Accounting from the Vanda Institute of Accounting.

Ms Lim Sokphary has joined TI Cambodia at early September 2020. With more than nine years’ experience working in the administration, accounting and finance field at organization, she had worked as a Senior Admin and Finance Officer at Women’s Network for Unity (WNU) (2018-2020) and held various positions including Admin and Finance Officer, Accountant and Cashier at Youth For Peace Organisation (YFP) (2011-2017).
Phary holds a Diploma in the field of English at Pannasastra University of Cambodia (PUC) in 2014; a Bachelor’s Degree in the field of accounting from Vanda Institute in 2010; an Associate Degree in the field of Planning Economic at Planning and Statistic Training Center in 2008; and an Associate Degree in the field of English at Cambodian University for Specialties (CUS) in 2007.
Mr CHHEAV Nak

Mr. Chheav Nak joined the team in early January 2016. He is a Good Governance expert. He has been working for more than 20 years as a Freelance consultant in the area of good governance in the public sector. He used to work with both state and non-state institutions in the field of governance since 1995-2016 such as decentralization and de-concentration programme, democratic governance, good governance project local governance, and democratic development program (IP3).
He has a massive and variety of working experiences with different Local NGOs, INGOs, and the World Bank Organization with different roles and responsibilities of the different levels and positions. He has been taking in leadership and responsibility as of the Project coordinator with notably accomplished on promoting partnership between state and non-state institutions. He has also worked with civil society organisation, Advocacy and Policy Institute as Technical Advisor for Access to Information project funded by UNESCO for one the year 2015. He is led to the development of good governance tools and materials to ensure transparency, predictability, accountability, and responsiveness of the supply-side.

Ms Hor Mouyseang has joined TI Cambodia since January 2015. She has supported the Citizen and Youth Empowerment Programme. She was working as a Governance Foundation and Capacity Strengthening Senior Programme Assistant. But now, she got promoted to a Programme Coordinator in the year 2020 onward. Previously, she worked as an Advocacy and Network Assistant for the Coalition for Road Safety, a Cambodian NGO working to promote respect for the traffic law and the rights of others on the road. She holds a Bachelor of Economics specialising in Economic Development from the Cambodia Mekong University, a Diploma in English from Paññāsāstra University of Cambodia and a certificate in advocacy skills.

Ms Nouk Sreyleaph joined TI Cambodia in May 2018 as Project Assistant at Battambang regional office. Sreyleaph holds a Master of Business Administration degree in Management from Build Bright University (BBU) – Banteay Meanchey Branch and a Bachelor’s degree in Accounting at University of Battambang. She has more than 3 years’ experience with youths in the field of good governance and agriculture cooperative. Prior to joining TI Cambodia, she worked at a local organization named Buddhism for Development (BFD) as project field staff. Right now, she is pursuing another master – Master of Science in Sustainable Agriculture (MSA) at the University of Battambang (UBB).

Ms Phalla joined TI Cambodia since October 2020 as Project Assistant of Citizen and Youth Empowerment Programme in the regional office, Battambang Province. Before joining with TI Cambodia, Phalla worked as a volunteer youth club leader with the local youth organisation, YRPD for over two years, and also was an internship with TI Cambodia for nine months in 2019. She had lead various projects in the field of youth engagement in social actions, women empowerment, environment, education, human rights, green school program, social media, and hygiene & healthy. In terms of volunteering experiences, she gained knowledge and skills such as leadership, communication, project planning, budget management, and coordination skill among youth groups which is crucial skills for her growth. Phalla devotes and puts efforts herself to encourages young women in leadership role.

Mr. Sean Bunrith was on board with TIC since March 2022. He is Programme Coordinator supporting to Fiscal and Transparency and Accountability projects. He has a recognized working experience with Civil Society organizations (CSOs). Before joining TIC, he has been working for more than 08 years for CSOs to promote Democracy and Human Rights. Bunrith has a strong experience in running several projects related to good governance and election observation. He gained a lot of experience of organizing people forums for scorecard, managing media and financial expenditure monitoring during electoral campaign, and coordinating the CSO’s collective efforts for advocacy.
Academically, Mr. Bunrith holds a Bachelor’s degree in Law from Cambodian Mekong University (CMU) and a Bachelor’s degree in English for Educations from National Institution of Business (NIB). And he also successfully completed recognized training courses related to his works.

Mr. Chrun Puthdara has joined with TI Cambodia in early April 2022. For his study background, he has graduated Bachelor Degree in Majoring Business Administration (BA) at Paññāsāstra University of Cambodia (PUC) since 2016 and currently he is studying Master Degree in Private Law at Royal University of Law and Economics (RULE).
In term of working experience, his first job was a volunteer of English instructor at Touch Medical Center (NGO) for one year, volunteer in HR recruitment for one year and to be an Administrative Assistant at Paññāsāstra University of Cambodia (PUC) for seven years. He was also worked as an Administration and logistic officer at CARE International in Cambodia for three years and Administrator at Cambodian Center for Human Rights (CCHR) for one year. He also worked as an Administrative officer at CCCA3 in Ministry of Environment (MoE) for one year.
Mr Mos Then
Programme Coordinator
Mr. MOS Then is a dedicated professional with extensive experience in various sectors of development and human rights. He joined TI Cambodia in October 2020 as the Senior Project Officer for the School of Governance Project. In August 2022, he took on the position of Programme Coordinator, focusing on Public Sector Engagement and Coalition Building Programme. He played a vital part in fostering partnerships and collaborations between various stakeholders to achieve common goals in the development sector. On March 2024, Then serves as a Programme Coordinator for the Empowering, Engaging, and Protecting Human Rights Defenders (2EP-HRD) Program at TI Cambodia. This role allows him to contribute significantly to the promotion and protection of human rights in the country. Before joining TI Cambodia, Then gained valuable experience working at the Cambodian Center for Independent Media (CCIM), DW Akademie, and WaterSHED from 2015 to 2020. These experiences have allowed him to develop a comprehensive understanding of various aspects of development, governance, and human rights.

Leng Molina has joined TI Cambodia since November 2023 as a Programme Intern of Women and Youth Empowerment in Leadership under USAID. Then she was recruited as a program assistant under the Democratic Governance and Rule of Law Programme, which is working closely with the regional provincial coordinator in order to effectively deliver the expected results of the programme. Before joining TI Cambodia, she also worked as a volunteer and intern with NGOs and the Embassy in various related fields, including child protection, public health, social work, research and advocacy. Molina is pursuing a Bachelor Degree in International Relations from the Institute of International Studies and Public Policy, Royal University of Phnom Penh.
